Lancaster out, Kelly in as A-C-F special master

The U.S. Supreme Court appointed a new special master to oversee the decades-long legal battle between Florida and Georgia over water in the Apalachicola-Chattahoochee-Flint river basin.

The court on named Paul J. Kelly Jr., a federal appellate judge from Santa Fe, NM, to replace Ralph Lancaster as special master.
