Col. Julie Jones, Florida's new top conservation cop, is the first woman to head one of the state's major police agencies. Jones has become director of the Florida Fish and Wildlife Conservation Commission. Her last job was north central regional director, based in Lakeland, with the rank of captain.

Joan Rose, a nationally recognized water expert at the University of South Florida in St. Petersburg, is leaving to join the faculty at Michigan State University. Rose, a professor of water microbiology, studies waterborne microorganisms. She was a lead investigator in a deadly outbreak in the Milwaukee water supply in the 1990s.

Miles Ballogg, brownfields and economic development manager for TBE Group Inc., has been elected to the board of directors for the newly formed Florida Brownfields Association. Ballogg will also serve on the FBA's Public Health and Environmental Justice Committee and the Resources Committee.

Veteran environmental consultant Donna Clarke has joined Florida Environmental as marketing coordinator. She will be responsible for ensuring that the North Port-based firm's services are continuing to meet the needs of clients throughout southwestern Florida. Clarke served on and chaired the state coastal resources management citizens advisory committee. She also was appointed to serve on the state water advisory panel.

Kelly Baltz has joined Golder Associates in their Jacksonville location as a project engineer. She has over six years of environmental consulting experience in civil, environmental and construction projects. Also in Golder's Jacksonville office, Nathan Daigle has been hired as a staff scientist specializing in EH&S, ergonomics, and industrial hygiene, while Scott La Sala has joined the firm's geosciences group.

Engineering firm Pitman-Hartenstein & Associates Inc. has promoted Robert Berk-owitz, PE, senior transportation engineer, to senior manager of transportation and drainage projects for the firm's Jacksonville office. In addition, Pitman-Hartenstein hired senior water resource engineer Robert Franques, PE. Over the course of his 17-year career, he has served as senior water resource engineer, chief design engineer and project manager.

Julie Karleskint, PE, has joined Boyle Engineering Corp. as a senior engineer in the Sarasota office. She has more than 17 years of experience in the water and wastewater industry. In addition, Boyle hired Tim Curran, PE, as a senior engineer in its Tampa office. Curran has over 20 years of experience in water/wastewater facility planning, modeling, design, construction, start up and project management with emphasis on wastewater reuse/reclamation and membrane technology for water treatment.

D. Michael Givens, PSM, has joined King Engineering Associates Inc. as director of survey services.

Evan M. Skornick, REM, has been named director of environmental services for G.M. Selby & Associates Inc., an international engineering consulting firm based in Miami. He has 10 years of experience in the environmental sciences field, and will be responsible for program management and business development for the firm.

Sidney W. Carter, PE, has joined Florida Engineering and Design Inc. as an associate senior engineer and project manager. He has over 40 years experience in the phosphate mining industry. In addition, Donald A. Luke has joined the firm as an associate and will work as director of business development and special projects manager. In other news, the directors and sole shareholders, Robert A. D'Aiello and James G. Tavrides, have elected Charlene A. Stroehlen to serve as a third director. She recently earned her professional engineer license and will continue working as environmental services manager.

Daniel J. Regan, a surveyor with Coastal Engineering, has passed the state exam to become a licensed professional surveyor and mapper.

Stephen Szabo has passed the examination and received certification as a professional engineer in the state. Szabo, of Jones, Edmunds & Associates Inc., has more than five years of experience focused in civil engineering and water resources management.

Dr. David Block, director of the Florida Solar Energy Center since 1977, has resigned and will assume new duties as co-principal investigator of FSEC's new multi-million dollar NASA-funded hydrogen research contract.

Severn Trent Services appointed Leonard Graziano as president and chief executive officer. Graziano joined the firm in January 2000 as senior vice president of their Operating Services and Water Purification groups.

Mary Rice retired as director of the Smithsonian Marine Station in Fort Pierce after 21 years at the helm. Marine biologist Valerie Paul will take over as the new director.
